Port St. Lucie City Manager Gregory J. Oravec today announced his decision to appoint John Bolduc as Chief of Police after Franklin Township, N.J., Manager Craig Novick rescinded his acceptance of the job for the second time in six weeks. Bolduc has been serving as acting chief since May 14.
Oravec said that while it is disappointing the nationwide police chief search did not result in Novick being sworn in, he believes there is an opportunity in every situation and said Bolduc has proved himself to be the best person for the job.
“We went through an exhaustive national search for external candidates, and I feel that the process yielded the best of those external candidates—Mr. Novick,” Oravec said. “Unfortunately, for reasons only Mr. Novick fully understands, he elected to pass on the opportunity to serve our community. I wish him all the best and look forward to moving on with our plans.”
Oravec said it is much better for Novick to rescind now rather than during or in the aftermath of far greater challenges that inevitably will confront the growing city in the future.
At the Aug. 13 City Council meeting, Oravec will present the Council with an employment contract naming Bolduc as the city’s next police chief.
He describes Bolduc as “a breath of fresh air, capable of improving transparency, accountability and communication. He said Bolduc is a leader who loves the organization, who is prepared to help it be the very best it can be and who knows that he wouldn’t want to be anywhere else.”
“Even dark clouds have silver linings,” Oravec said.
Bolduc has been serving as acting chief since May, following a major cost-cutting reorganization of the department in April. Prior to the reorganization, Bolduc served as acting regional captain and as a shift commander in patrol. He has worked in various capacities in the police department for 17 years, holds a bachelor’s degree in Criminal Justice and is a graduate of the prestigious FBI National Academy.
