The City of Port St. Lucie has published a Draft of the Neighborhood Stabilization Program-2 (NSP2) application. NOTICE IS GIVEN that all persons interested in reviewing the NSP2 Draft Substantial Amendment may review the draft by visiting the City of Port St. Lucie Community Services Department, Room 221 at the address listed below.

The City will hold a public meeting on the draft application on July 13, 2009 during a regularly scheduled Council Meeting, which begins at 7 p.m. in the Council Chambers, Building A, 121 SW Port St. Lucie Boulevard, Port St. Lucie, FL.
The City will request $11,297,000 in NSP2 funds in order to further address the problem of abandoned and foreclosed homes in the City of Port St. Lucie. The application is due to HUD by July 17, 2009.
All benefits of the program must go to households earning less than 120 percent of median income. Also there is a provision that at least 25% of the funds must be expended for very-low income households, those earning less than 50% of the median income.

The funds may be used to: (A.) Establish financing mechanisms for purchase and redevelopment of foreclosed homes and residential properties. (B.) Purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed, in order to sell, rent, or redevelop such properties (C.) Establish land banks for homes that have been foreclosed. (D.) Demolish blighted structures. (E.) Redevelop demolished or vacant properties.
All activities will be governed by federal rules and regulations including environmental, historic property compliance, Davis Bacon wage requirements and uniform relocation, as necessary.
Proposed use of NSP2 Program Funding: $11,297,000
A. $4,250,000
Purchase 50 foreclosed properties. Rehab or demolish properties as necessary. Resell repaired properties to eligible households. All monies received from sales will be used to purchase and rehab additional foreclosed properties. Demolished properties will go into Community Services lot program for redevelopment and resale/conveyance to a non-profit pursuant to an acceptable Request for Proposal (RFP). All resales of properties will be made to income eligible households for their primary residence using conventional or FHA fixed rate mortgages - no subprime financing mechanisms will be allowed.
Provide home purchase assistance to 50 eligible home buyers to purchase the foreclosed homes directly from the lender. Provide repair assistance, as needed.
To ensure there is no flipping of properties or premature sale for gain, a mortgage will be recorded requiring repayment of a percentage of the home purchase assistance.

B. $2,700,000
Rehab foreclosed properties. Building Department personnel and existing Housing inspection team will determine what rehabilitation is appropriate for each structure. The Office of Management and Budget will administer the process of hiring contractors, painters and roofers to repair homes before placing them back out for resale.
C. $3,000,000
Provide home purchase assistance (tiered funding amounts depending on income) to put eligible households (25% low income and 75% moderate to middle income) into repaired homes
The Community Services Department will work with Realtors Association on leveraging additional funds through their low-income down payment grant assistance program
The Department will work with lenders to leverage additional funds such as bond programs and Federal Home Loan Bank funding.
D. $320,000
Disposition and demolition. Secure, maintain and dispose of properties through resale or demolition.
E. $1,027,000
Administrative monies for 4 years to provide administrative support for ongoing program
(purchases, rehab and resales).
In providing notices to the public, the City follows a Citizen Participation Plan that includes a plan for minimizing displacement of persons resulting from activities funded under the CDBG program and lists plans to assist any persons actually displaced. No activities are contemplated with NSP funding that would cause displacement. The City of Port St. Lucie does not discriminate against any person because of race, color, religion, sex, handicap, familial status, or national origin. In accordance with Florida Statues, Sections 166.041(3)(a) and 286.0105, “Interested parties may appear at the meeting and be heard with respect to the proposed”, and “No stenographic record by a certified court reporter will be made of the foregoing meeting. Accordingly, any person who may seek to appeal any decision involving the matters noticed herein will be responsible for making a verbatim record of the testimony and evidence at said meeting upon which any appeal is to be based.” Any special accommodation requests, such as an interpreter, or special seating that may be required by the public should be made of the Port St. Lucie City Clerk’s office before the meeting.
