Program Summary

The programs summarized here are offered through City of Port St. Lucie Community Services.  The Department administers a variety of programs funded by federal and state funds with the goal of increasing economic and community development services and creating affordable housing opportunities.  Programs range from home purchase, repair/rehabilitation and disaster recovery assistance to community service referrals and infrastructure improvements in lower income neighborhoods.

Eligibility for programs administered by Community Services is determined by many factors, which include income qualification of household and/or neighborhood.  Federal and state guidelines are used to determine if a household or project is qualified for assistance.  Income charts are included with specific information on each of the programs.

Home Purchase Assistance with and without Leveraging

Funds are available to eligible Very-low, Low and Moderate-income homebuyers for down payment, closing costs, and/or repair assistance for purchasing new or existing homes located within the city limits of Port St. Lucie, including county "pockets."  Maximum assistance for Very-low income households is $70,000; Low income is $60,000; Moderates (81 through 100% of median income) receive up to $50,000; and Moderates (101 to 120% of median income) are limited to $30,000.  Each qualified household will receive the minimum amount of assistance needed to purchase a home.  Assistance is in the form of a deferred loan.

Repair/Rehab and Reconstruction
Assistance

Funds are available to eligible Very-low, Low and Moderate-income homeowners for the repair/rehabilitation or reconstruction of owner-occupied dwelling units.  Maximum assistance for Repair/Rehab for Extremely-low and Very-low income is $50,000; Low- income is $40,000, and Moderate is $30,000.  Reconstruction maximums are $70,000, $60,000 and $50,000 respectively.  Assistance is in the form of a deferred loan

Hazard Mitigation Assistance

This program supplements the Repair/Rehab program for activities such as water/sewer hook-ups, hurricane shutter protection and garage door strengthening.  Clients may qualify for Hazard Mitigation under Repair/Rehab if there is sufficient funding.  If not, this strategy may help clients who do not require repairs or do not qualify for that strategy.  Maximum funding is $15,000.  Assistance is in the form of a deferred loan.

Special Needs/Retrofit Assistance

This program supplements the Repair/Rehab program for Special Needs/Retrofit activities such as wheel chair ramps, etc.  Clients may qualify for Special Needs/Retrofit if there is sufficient funding.  If not, this strategy may help clients who do not require repairs or do not qualify for that strategy.  Maximum funding is $15,000.  Assistance is in the form of a deferred loan.

Water/Sewer Assessment Payment Assistance

This program is designed to help homeowners pay the remaining balance of the assessment for water and/or sewer on their primary residence (shown as Water/Sewer Benefit on the property tax statement.)  This assistance is limited to Extremely-low, Very-low and Low-Income households and is a one-time benefit.  Maximum funding is $5,000.

Disaster
Recovery Assistance

This funding is available when other funding does not meet the needs of disaster victims.  Under the program, Extremely-low, Very-low, Low and Moderate-income homeowners may be eligible to receive assistance to repair, reconstruct or purchase new or existing homes to replace those affected by a disaster.  Maximum purchase assistance is $70,000 for Extremely-low or Very-low; $60,000 for Low; $50,000 for Moderate (81 through 100% of median) and $30,000 for Moderate (101 to 120% of median). Maximum repair/rehab is $50,000 for Extremely-low or Very-low; $40,000 for Low and $30,000 for Moderate.  Reconstruction maximums are $70,000, $60,000 and $50,000 respectively.  Assistance is in the form of a deferred loan.

Housing Re-entry and Eviction Prevention Assistance

Community Services has funding available for Housing Re-entry and Eviction Prevention Assistance.  This program is being administered through Mustard Seed Ministries at (772) 340-1406.
