Neighborhood Stabilization Program-1 (NSP-1)

The City of Port St. Lucie has been allocated $13.5 million in funding under the Neighborhood Stabilization Program (NSP) The funding, according to HUD, can be used "to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight." According to HUD, Port St. Lucie's foreclosure rate (calculated as of September 2008) was 11.3 percent compared to 8 percent statewide.

The city’s plan

The city held a workshop at a regularly scheduled Council meeting on November 17, 2009 to discuss its proposed plans for utilizing the funding. A Substantial Amendment to the 2008–2009 Community Development Block Grant (CDBG) Action Plan was submitted and unanimously approved. This plan demonstrates the city's intention to utilize the funds for the acquisition, rehabilitation and resale of foreclosed homes (to income qualified buyers) in order to stabilize neighborhoods that might otherwise experience declining home values.

The original plan was submitted to HUD, revised per their instructions and approved on March 3, 2009. The city executed a grant agreement on March 5, 2009. Copies of those documents are available in the Community Services office.

Plan revisions

In order to expend the NSP funding in a timely manner and to best serve the city as a whole, Community Services recommended that the city revise its original substantial amendment and expand its targeted areas to include additional census tracts, amend its definition of "blighted," and reallocated some of the funding. The Amendment was presented and approved by City Council at a public meeting on Aug. 24, 2009. It was available for review from Aug. 19, 2009 until Sept. 4, 2009. HUD approved of the revision on Sept. 25, 2009. A subsequent revision was submitted and approved on July 7, 2011.

Reporting progress

The Community Services Department is required to post its quarterly reports on its Web site so that the public will be able to follow its progress:

Quarterly reports for 2009, 2010 and the first three quarters of 2011 are available in the Community Services office from 8 a.m. to 5 p.m., Monday through Friday.

HUD provides quarterly snapshots for the NSP-1 program that show commitments, expenditures, program income, and performance measures for each of the recipients of grant funds.

Implementing procedures

The Community Services Department is handling the administration of the NSP grant with the assistance of other staff members.

As a condition of grant approval, Port St. Lucie prepared a Management Plan describing how it intends to administer NSP grant funds; the plan was submitted to and approved by HUD. This Plan has been revised to reflect revisions to the Substantial Amendment shown above.

Real estate agents’ listings of foreclosed properties

The city is concentrating on funding repairs on foreclosed homes that have already been purchased under the program. We do not anticipate purchasing any more foreclosed properties with NSP-1 funding in the near future. Please check the city's NSP-3 Web page, or call Community Services for information regarding purchase of foreclosed homes with NSP-3 funding and/or future NSP-1 purchases of foreclosed homes with program income.

Hiring of contractors for repair of homes

The city is advertising for contractors who are interested in repairing the foreclosed homes purchased under the NSP program. Please check the city's current bid list for more information.

Section 3 compliance

The city is subject to compliance with Section 3 of the Housing and Urban Development Act of 1968 on NSP contracts. If you are submitting a bid on under the NSP program and you are a Section 3 Business Concern located in St. Lucie County, you will receive preference on NSP contracts. You must submit proof of the certification with your Request for Proposal for Section 3 covered contracts. To register for Section 3 preference, download and follow the instructions in the HUD Section 3 information sheet.

Purchase of city-owned NSP homes

Community Services recently held a funding cycle to invite all qualified households to apply to purchase a city-owned NSP home. The funding cycle closed on March 18, 2011, but we are still accepting applications from low income households (50 percent of median income or below.) Additional requirements and/or guidelines are available in the attached NSP brochure.
