The City of Port St. Lucie has been allocated an additional $3.5 million in funding for the Neighborhood Stabilization Program (NSP-3) under the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. The funding, according to HUD, will be used "to mitigate the negative impact of the nation's economic decline and housing market collapse and to stabilize and revitalize communities/areas hit the hardest."
The city held a workshop at a regularly scheduled Council meeting on February 14, 2011 to discuss its proposed plans for utilizing the funding. A Substantial Amendment to the 2010–2011 Community Development Block Grant (CDBG) Action Plan was submitted and unanimously approved. This plan demonstrates the city's intention to utilize the funds for the acquisition, rehabilitation and resale of foreclosed homes (to income qualified buyers) in order to stabilize neighborhoods that might otherwise experience declining home values.
The original plan was submitted to HUD, revised per their instructions and approved on March 10, 2011. The city executed a grant agreement on March 14, 2009. Copies of those documents are available in the Community Services office.

The Community Services Department is required to post its quarterly reports on its Web site so that the public will be able to follow its progress.

Quarterly reports starting in April of 2011 are available in the Community Services office from 8 a.m. to 5 p.m., Monday through Friday.
HUD provides quarterly snapshots for the NSP-3 program that show commitments, expenditures, program income and performance measures for each of the recipients of grant funds.

Port St. Lucie prepared a Management Plan in order to show how it will administer NSP grant funds; the plan was submitted to and approved by HUD under NSP-1. This Plan has been revised to reflect differences between NSP-1 and NSP-3.

On June 27, 2011, the city began accepting referrals of foreclosed single family properties from real estate agents. The city will consider all homes that meet the following qualifications: the property must already be foreclosed upon and unoccupied. The properties also must be located in the City of Port St. Lucie's targeted area, which is shown on the attached map.

The city is also providing a foreclosed properties checklist to assist realtors in submitting their listings.
The city will be advertising for contractors who are interested in repairing the foreclosed homes purchased under the NSP program. Please check the current bid list for more information.
The city is subject to compliance with Section 3 of the Housing and Urban Development Act of 1968 on NSP contracts. If you are submitting a bid under the NSP program and you are a Section 3 Business Concern located in St. Lucie County, you will receive preference on NSP contracts. You must submit proof of the certification with your Request for Proposal for Section 3 covered contracts. The city is required, to the maximum extent feasible, to provide for hiring of employees that reside in the vicinity of NSP-3 funded projects or contract with small businesses that are owned and operated by persons residing in the vicinity of NSP3 projects. For NSP3, the vicinity is considered:
Census Tract 2005, Block Group 2: Bordered on the west by Florida's Turnpike, on the north by Eyerly Ave., on the east by Airoso Blvd. and on the south by Port St. Lucie Blvd.

Community Services will not have any homes ready for purchase until March or April 2012. When we have a sufficient number to sell, we will advertise a funding cycle on the city's Web site and in the St. Lucie News Tribune and will invite all qualified households to apply to purchase a city-owned NSP home. In the meantime, please check the NSP-1 Web page to see if the city is accepting applications for homes under that program.
