Comprehensive Plan Update

Future land use map

The City of Port St. Lucie is in the process of updating its current Comprehensive Plan per Florida Statutes. The Comprehensive Plan guides future development, maintains quality of life, and provides for economic development. It also regulates land use and provides the basis for zoning regulations.

Florida law, Chapter 163, Part 2, Florida Statutes (F.S.), mandates that all counties and municipalities throughout Florida maintain long-range comprehensive planning programs. Counties and municipalities must review their plans every seven years to determine if plan amendments are necessary to reflect changes in state requirements since the last update of the comprehensive plan. This newest update will amend the comprehensive plan that was adopted in 1998.

The Port St. Lucie Comprehensive Plan covers ten major topics, each known as an element: Future Land Use, Transportation, Housing, Infrastructure, Conservation and Coastal Management, Intergovernmental Coordination, Recreation and Open Space, Economic Development, Capital Improvements, and Public School Facilities.

The Plan update process started with the Evaluation and Appraisal Report (EAR) adopted by the City Council in April 2010. The EAR was found sufficient by the Department of Community Affairs on July 6, 2010. The EAR outlined policy changes including greater emphasis on pedestrian and bicycling facilities, economic development and development of criteria to evaluate annexation and future land use map changes.

Beginning in January 2011, Port St. Lucie and consultant Calvin, Giordano & Associates, Inc., embarked on the task of updating the city’s comprehensive plan. Draft amendments to the comprehensive plan are available for public comment and review (see below).

Community planning workshops and public meetings and hearings

The city held two public workshops to review the update to the Comprehensive Plan. Residents and business owners were encouraged to attend one or both of the workshops.

Each workshop focused on different elements or chapters of the Comprehensive Plan and proposed changes. Proposed changes include greater emphasis on pedestrian and bicycling facilities, economic development and development of criteria to evaluate annexations and future land use map changes.
