Internal Affairs
Discipline: "... a field of learning, a subject; training to develop self-control, right conduct, etc.; orderly conduct; subjection to control or regulation; a set of rules; punishment."
The Internal Affairs Function is important for the maintenance of professional conduct in a law enforcement agency. The agency's integrity is measured by the personal integrity and discipline of each employee. As such, the public image of the agency is determined by the quality of the internal affairs function in responding to the allegations of misconduct by the agency or its employees. Through an internal affairs function consistent with these standards, the Port St. Lucie Police Department maintains the capability to respond appropriately to allegations of misfeasance, malfeasance, and nonfeasance by its employees and to the agency's response to community needs thereby instilling public confidence in the department. A computerized tracking system is utilized to aid in identifying officers with identical or numerous complaints. When an employee's name is entered into the system, it automatically searches data files pertaining to that particular employee for any previous complaints received. Any employee with three or more similar complaints is automatically brought to the attention of the system operator, triggering a more intensive, proactive investigation to determine if additional actions are needed concerning that employee. After an Internal Affairs investigation has been completed and findings (finding types listed below) established, the Chief of Police may, at his discretion, have the investigation reviewed by command staff personnel for purposes of seeking their recommendations regarding disciplinary actions. The Chief of Police bears the final responsibility of final disciplinary decisions. Anyone may register a commendation or complaint by telephone, in person, or in writing. Exonerated |

Not Sustained (Unsubstantiated) |
The investigation failed to disclose sufficient evidence to prove or disprove the allegation. |
Partially Sustained |
The incident has two (2) or more allegations and at least one (1) of the allegations is sustained. |
Sustained |
The allegation is supported by sufficient evidence. |
Unfounded |
The allegation was demonstrably false or there is no credible evidence to support the complaint. |
Infraction Not Based Upon Original Complaint |
A substantiated infraction not mentioned in the initial allegation was disclosed by the investigator. |
