The Starcom Program
(Statistical Tracking, Accountability, and Response through Computer Oriented Mapping)
The Port St. Lucie Police Department and its members have joined with the citizens of the City of Port St. Lucie to establish and maintain a safe and secure area to live, work and play. In early 1998 staff members reviewed New York Police Departments (NYPD) highly successful CompStat program. CompStat is an acronym for "Computerized Statistics". Essentially, the NYPD CompStat process brings together crime statistics and mapping to allow the evaluation of productivity of precinct commanders in reducing crime. This initial staff review of the CompStat process was followed by the review of adaptations of the process utilized by the Broward County Sheriff's Office (BSO) and the Polk County Sheriff's Office (PCSO).
On December 15, 1999 the first meeting of the Port St. Lucie Police Department's "STARCOM" program was held. STARCOM is modeled after NYPD's CompStat process with revisions created to fit the unique nature of our city. STARCOM assists the police chief and his command staff in measuring performance and evaluating the effectiveness of police strategies, practices, and services.
STARCOM brings together the issues of crime, disorder, and quality of life concerns, and computer mapping of those areas utilizing a Geographic Information System (GIS). The GIS system provides the user a wealth of information on address histories, the tracking of known criminals along with a variety of other issues. This information is provided to commanding officers who utilize it to analyze the data to determine tactics, resource allocations and decisive actions. District Captains and Division Commanders are required to think strategically by employing methods which have a proven track record.
The STARCOM program assists executive management in evaluating the methods used by commanders to solve problems. Additionally, the program aids captains and division commanders in promoting exchanges of information among divisions, identifying follow-up issues, deploying resources, and evaluating performance in dealing with issues that affect the quality of life, such as neighborhood blight, same location repeat calls for service, crime and disorder, repeat offenders, and traffic complaints.
STARCOM is another instance in which the department staff recognizes that budgeted resources must be utilized in an efficient and effective manner.
