The Public Works Department was established in 1988 and is funded through the Stormwater Utility Fee and through Gas Tax Rebates.

Mission statement

To provide an acceptable quality of life for the community with adequate stormwater drainage systems, safe roads, and the maintenance and beautification of city-owned rights-of-way, and to coordinate and implement an effective emergency management plan, superior customer service, and creditable project management.

Vision statement

To provide superior service to the community that is responsive and cost effective. This service shall be provided by dedicated, trained and responsible employees who are committed to excellence.

Department overview

A comprehensive overview of the Public Works Department is contained in our Serving with Excellence presentation.

The department is organized into five divisions: Administration, Traffic Safety, Streets, Drainage, and Environmental Services.

The Administration Division is responsible for the day-to-day administration of the department. This division performs a customer service function, handling requests from residents, performing data collection, purchasing and design engineering, scheduling and contract administration. This division is heavily involved in the Emergency Management function for the entire city, with the Director serving as the city's Emergency Management Coordinator.

The Drainage Division is the department's largest and has the responsibility for all swale drainage work, piping side lot ditches and replacing and/or installing cross-street culverts and eliminating cross-street paved swales. This division also has the responsibility for the maintenance of the 156 miles of Drainage Rights-of-Way (DROW) throughout the city. The maintenance of these DROW has been recognized as a major factor in the reduction of street flooding citywide.

The Environmental Services Division oversees the maintenance of all the road and drainage rights-of-way mowing, medians, landscaping, irrigation, and aquatic spraying of the city's canals and waterways to keep them free-flowing.

The Streets Division maintains the city's 878 miles of roads, including pothole repairs, performs street sweeping operations, and oversees the paving program and catch basin cleaning. The main focus of this program is to target those streets with curb and gutter inlets. Our reuse program will blend the materials so that they provide the department with useable topsoil that will save money and conserve our natural resources.
