The Public Works Department was established in 1988 and has grown into 100 authorized positions. The department is funded through the Stormwater Utility Fee and through Gas Tax Rebates. Ad Valorem (property) taxes do not fund this department. The department is organized into five (5) divisions: Operations, Traffic Safety, Streets, Drainage, and Environmental Services (formally the Mowing Division).
The Administrative division has the responsibility for the day-to-day administration of the department. This division also has the Customer Service function, which handles requests from residents, performs the data collection, purchasing and design engineering, scheduling and contract administration. This division also handles the Emergency Management function for the entire City with the Director being named the Emergency Management Coordinator for the City.
The Traffic Safety Division has the responsibility for installing and maintaining all the stop signs, street signs, traffic control signs, guardrails, bridges, thermo-striping of our City's 845 miles of streets and all sidewalk repairs. Inventories of all signage on the City's approximately 10,000 intersections are a major task, which is done annually.
The Streets Division maintains the City's 845 miles of roads, repairing potholes, performs the street sweeping operation and oversees the paving program. A catch basin cleaning schedule is has also been implemented. The main focus of this program is to target those streets with curb and gutter inlets. Our plan is to blend our collected materials as much as possible. This reuse program will blend the materials so that they provide the department with useable topsoil that will save money and conserve our natural resources.
The Drainage Division, the department's largest, has the responsibility for all swale drainage work, piping side lot ditches and replacing and/or installing cross-street culverts and eliminating cross-street paved swales. This division also has the responsibility for the maintenance of the 156 miles of Drainage Rights-of-way throughout the City. The maintenance of these Drainage Rights-of-way has been recognized as a major factor in the reduction of street flooding Citywide.
The Environmental Services Division oversees the maintenance of all the road and Drainage Rights-of-way mowing, medians, landscaping and aquatic spraying of the City's canals and waterways to keep them free-flowing.
