Florida Gov. Ron DeSantis issued a statewide Executive Order to slow the spread of COVID-19, ordering all persons to limit movement and personal interactions outside their home to only those necessary to obtain or provide essential services or conduct essential activities. The Governor ordered Senior citizens and individuals with a significant medical condition to stay at home and take all measures to limit the risk of exposure to COVID-19. This Executive Order is effective 12:01 a.m. on April 3, 2020. This Order will expire on April 30, 2020 unless extended by subsequent order.

The Centers for Disease Control and Prevention (CDC) and Florida Department of Health (FL DOH) are the leading agencies in coordinating emergency preparedness and response efforts to situations such as the COVID-19. Nonetheless, the City of Port St. Lucie is closely monitoring the current outbreak of the virus and is coordinating with the Florida Department of Health and St. Lucie County’s Division of Emergency Management to ensure detailed preparedness and action plans are in place for any potential impact to Port St. Lucie. The Florida Department of Health advises that, "Washing your hands is one of the easiest ways to protect yourself and others from illnesses such as COVID-19 and the flu.” Residents should continue to monitor the developing situation and follow CDC recommendations for personal safety precautions.

WalMart is Implementing Contact-Free Services
WalMart is implementing contact-free services for payment, pickup and delivery. Checking out at Walmart will be completely contact free on any register when you use Walmart Pay on the Walmart app in the coming week, including offering a QR code in place of selecting a payment method on the touchscreen. Pickup and delivery services play a really important role for customers, especially right now. Now, pickup customers can simply open their trunk, and associates load their groceries in – no need to sign for the order. And for delivery, we’ll bypass the signature here too, asking delivery drivers to simply leave the order on customers’ doorsteps.

- Indian River State College physical locations will remain closed to the public and students (with very few exceptions in workforce programs) next week and until further notice.

- The College is open to only our employees for needs related to their position. Any employee visiting the College must adhere to CDC distancing guidelines and health protocol.

Utility Systems Department
Customers can be assured that tap water provided by the City of Port St. Lucie continues to be safe to use and drink during this time. Our water treatment plants are operating normally, meeting all Federal and State requirements. Plant operators are essential employees dedicated to providing a supply of clean, safe, and great tasting drinking water to our more than 75,000 customers. - The Utility Systems Department has installed an orange flag on its drop-off box for utility payments and other drop-offs to make it easier for customers to find. A second utility dropbox has been installed in the City hall complex; it is located on the east side of Building A by the sidewalk in front of the handicap parking. Envelope holders have been installed on payment drop boxes for the convenience of our customers.
- Customers for other City departments also can use the utility dropbox. Any correspondence for other departments should be clearly marked for that department. The boxes are picked up about every two hours throughout the day.
Protect your Sewer System:
- Utility Systems would like to remind customers to help protect your sewer system and prevent backups by only flushing toilet paper and human waste. Although many products say "flushable," it doesn't mean they will break down any time soon. Septic tanks, grinder or STEP systems, and gravity systems are all susceptible to clogs and backups because of wipes. Keep trash out of your toilet. Read complete list of items you should not flush.
- All permitting and plan review functions will continue electronically.
- If you have been working with a particular staff member previously, please continue to do so by their phone or e-mail, unless directed otherwise.
- Commercial Development plans and permitting that are not part of the SPRC process can be submitted to UtilEng@cityofPSL.com.
- Hard Copy Submittals can be delivered via the Building Department free-standing drop-box, in front of Building B.

Neighborhood Services Department
Waste Pro Reminder:
Currently all collection services remain fully operational. However, Waste Pro is experiencing a significant spike in the amount of trash and yard waste being set out. The City is asking residents to temporarily stop placing large piles of household trash (not garbage), and yard waste out for collection at this time. Waste Pro is requesting that residents containerize, bag or bundle as much trash and debris as possible to hasten the recovery and lessen any potential contact with the Covid-19 virus by garbage handlers. The City would like to remind all commercial property owners that during this time, they may utilize the ordinance on temporary signage to further promote their business. Per our 2018 updated sign code; commercial properties are permitted up to 32 square feet of signage per parcel, set no less than 10 feet away from the property line. Signs may not be placed on poles, streetlights, sidewalks, swales, or center median of the road. City Hall: Building B
The Building Department wants to remind all residents, contractors and stakeholders that the City of Port St. Lucie Building Department is committed to the building industry by remaining open and operational. The Main Lobby has temporary suspended all in-person contact, however, staff are here and available to answer any questions at 772-871-5132 or by email to firstname.lastname@example.org.
During this time, the Building Department is allowing all building permits to be submitted via the Contractor E-permitting Portal or via email to email@example.com All submittals must follow existing policies and procedures. All electronic submittals must be complete and follow the proper protocols regarding document naming and document types. Full instructions are available on our website at www.cityofpsl.com/building In the instance you are unable to submit electronically, there are filing cabinets in the drive-thru where secured packages can be dropped off.
All inspections on new construction are being conducted, as per normal operating procedures. We respectfully ask that you maintain a social distance of 6 feet from the inspector during the inspection process. For those inspections that require an inspector to enter an occupied home or business, the contractor has the option for a Virtual Inspection to be conducted via Facetime or Whatsapp. During the virtual inspection the inspector will guide you through the inspection to complete it. Homeowners seeking to obtain a building permit: After a review of Executive Order 20- 52 executed by Governor DeSantis, it is the Building Officials opinion and that of our City Attorney and the Florida Attorney General, this order allows for certain authorities to make exceptions to waive certain procedures and formalities and take whatever actions necessary to protect the safety, health and welfare of the community. Florida State Statute currently states all homeowner builders must sign their building permit, in-person. Being that the department has limited in-person services available, UNTIL FURTHER NOTICE, all homeowners intending to act as their own contractor will be required to follow all existing policies and procedures of the Building Department, except that these persons do not have to personally appear to sign their permit application and homeowner-builder affidavit. A notarized signature will be accepted in lieu of the “in-person” signing. If you should have any questions regarding this process, please email email@example.com.

The Buddy Bench project will be taking a sabbatical while students are off for the summer. Public Works will NOT be accepting any caps until further notice. City Hall: Building C
The PSL PD is taking the necessary precautions to protect first responders and ensure continued emergency response services as this situation evolves. As this develops, don’t be surprised to see police officers and other City employees wearing personal protective equipment. If you are in need of services at your residence and call the City or 911, please advise us if someone in your household is sick or not feeling well so that the responding personnel can take the appropriate protective measures.
PSL PD has suspended all fingerprinting to the public until further notice.
The Port St. Lucie Police Department would like to remind everyone that the situations in need of a police response should be called into the E-911 system. Reporting situations via any form of Social Media is not efficient or effective. This includes reporting violations of any potential future Safer at Home Orders and Social Distancing Guidelines, such as people gathering in groups of 10 or more at a park.
Temporary closing of Unwanted Prescriptions/Medications Drop Box:
The Port St. Lucie Police Department has a drop box for medications that citizens can utilize to dispose of unwanted prescriptions/medications. Due to the temporary suspension of in-person services to the public within the department’s lobby, please know that the Port St. Lucie Police Department is postponing the program until further notice.
Animal Control Division:
Please do not trap stray cats or pick up kittens without having a plan and an appointment with a shelter or rescue. Some vets have reduced their hours and getting appointments for spay/neuters may become more difficult. Anyone who finds cats or kittens should leave them alone unless they are injured or in serious danger. Many shelters and rescues are closed to the general public and are doing intake and adoptions by appointment only.
PSL Community Center
Parks & Recreation Department
Until further notice, the Port St. Lucie Parks & Recreation Department prohibits organized/group play in groups of 10 or more, to ensure alignment with current CDC Social Distancing Guidelines. Organized/group play is defined as any sport or recreational activity that includes the participation of 10 or more individuals within close proximity. Examples of these sports or recreational activities include (but are not limited to): basketball, baseball, cricket, football, soccer, softball, volleyball, etc.
Port St. Lucie Botanical Gardens:
The Botanical Gardens’ Pavilion and Gift Shop will remain closed through April 30, 2020.
The Saints Golf Course:
The Saints Golf Course is closed until further notice as of Friday, March 27 at 6 p.m. We appreciate residents’ patronage, however for the safety of all residents, we have made this difficult decision. Thank you for your support.
As of Tuesday, March 24, 2020, all City Boat Ramps are closed to boating per the following:
- C-24 Canal Park, located at 500 SE Oakridge Drive, PSL, FL 34984, is closed to the public, for both recreational and commercial use, until further notice.
- The C-24 Canal Boat Ramp at Oak Hammock Park, located at 1982 SW Villanova Road, PSL, FL 34953, is closed to the public, for both recreational and commercial use, until further notice.
- Veteran’s Park at Rivergate, located at 2200 SE Veterans Memorial Parkway, boat ramps are open for commercial use only. Commercial vessel owners must show commercial fishing license to onsite staff.
Shared Information on County Beaches and State Parks:
Both St. Lucie County and Martin County have closed all county-owned beaches to the public access until further notice. All State Parks are also closed to the public.
MIDFLORIDA Event Center

Event Center garage will remain open from 7:30 a.m. to 5:30 p.m., Monday – Friday, for those who wish to walk the garage, under safe distancing guidelines, for exercise purposes. Please do not congregate in groups of 10 or more on the Event Center grounds.

What is social distancing?
Social distancing measures are taken to restrict when and where people can gather to stop or slow the spread of infection diseases. Social distancing measures include limiting large groups of people coming together, closing buildings and canceling events.
Protect yourself and your community
Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom, before eating, and after blowing your nose, coughing or sneezing. If you don't have soap and water, use an alcohol-based hand sanitizer with at least 60% alcohol. Avoid close contact with people who are sick, and stay home when you're sick.
Change your daily habits
Avoid shopping at peak hours and take advantage of delivery or pick-up services with retailers.
Work with your employer
Cooperate with leadership to change company practices, set up flexible shift plans, have employees telecommute, and cancel any large meetings or conferences.
Look for communications from universities and colleges
Regarding suspended classes, going to web-based learning and canceling all large campus meetings and gatherings.
Keep at least six feet between you and other people
Avoid shaking hands as a social greeting.
Avoid public transit and crowded places
Don't travel to areas with active outbreaks. Avoid crowded places like sporting events, community festivals and concerts.
