Biography

Jolien Caraballo, a dedicated resident of Port St. Lucie since 1991, is a passionate advocate for public service and community engagement. Her journey into public affairs began during her formative years in local public schools, where active participation in student governments and involvement in a high-school teen court program left an indelible impression on her.

Early in her career, Caraballo secured an internship with the City of Port St. Lucie’s Community Relations Department, where she acquired invaluable skills and knowledge in local government. Since those initial experiences, she has remained deeply involved in the City of Port St. Lucie, gaining profound insights into local government operations and fostering a genuine appreciation for the work of the City Council.

Her commitment to community service led her to volunteer in various political causes and campaigns while pursuing higher education at Indian River State College. In November 2016, Caraballo elevated her passion by dedicating her time to serve the local community, citizens, and small businesses, considering them the greatest assets contributing to Port St. Lucie's attractive lifestyle.

Throughout her tenure, Caraballo has witnessed significant changes to the city, including substantial economic growth over the past two decades. Despite this progress, she remains steadfast in her belief that Port St. Lucie holds the secret to maintaining a “small town feel.”

Actively engaged in the community, Caraballo serves as a member of the St. Lucie County Transportation Planning Organization, Grace Way Village Board member and the Treasure Coast Regional League of Cities, where she holds the position of Past President and is a current member of the Executive Committee. Additionally, she is deeply involved with the Florida League of Cities (FLC), having served as Past President and an Executive Committee Member. Her contributions include serving as Past Chair and Member of Land Use & Economic Development, as well as being a member of the FLC Advocacy Committee and FLC Federal Strike Team.

Caraballo's dedication extends to statewide initiatives, including her participation in the State of Florida’s Opioid Task Force. Nationally, she serves as an Executive Committee Member of the National League of Cities (NLC) and is a member of the NLC Housing Accelerator Task Force. Notably, she was selected as one of ten elected officials throughout the nation to serve on the NLC Housing Accelerator Task Force alongside members of the American Planning Association. This task force aims to bring forth national solutions to cities on attainable housing.

Her experience has honed her understanding of the needs of the city’s local business community, reinforcing her focus on business growth and expansion. Caraballo eagerly looks forward to addressing challenging issues and contributing to the City’s goal of maintaining a balanced budget.

Beyond her professional commitments, Caraballo cherishes her role as a wife and mother. Married to her childhood sweetheart Ben, they, along with their children Antonio and Anaiah, enjoy exploring the local attractions that make Port St. Lucie unique, including the Botanical Gardens, the St. Lucie River, events at the Event Center, and cheering for the Mets at the ballpark.
