City recognized with Distinguished Budget Presentation Award

The City of Port St. Lucie has earned the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its Annual Budget for the fiscal year beginning October 1, 2023. This marks the City’s 35th consecutive time receiving this award.

The award represents a significant achievement by the City of Port St. Lucie. It reflects the commitment of the City and staff to meeting the highest principles of governmental budgeting. To receive the budget award, the City satisfied nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:

  • A policy document
  • A financial plan
  • An operations guide
  • A communications device

To achieve the GFOA budget award, the budget document must be rated “proficient” in all four categories, and in the 14 mandatory criteria within those categories, to receive the award.

“This award demonstrates the City’s commitment to meeting the highest principles of governmental budgeting and nationally recognized guidelines for effective budget presentation,” said Caroline Sturgis, Director of the Office of Management and Budget. “This achievement also represents the collaboration between numerous departments within the City. We are grateful for their continued partnership in helping to illustrate the City of Port St. Lucie’s dedication to long-term financial planning, transparency, strategic planning and fiscal responsibility.”

There are nearly 1,800 participants in the Budget Awards Program. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. Government Finance Officers Association (GFOA) advances excellence in government finance by providing best practices, professional development, resources and practical research for more than 22,500 members and the communities they serve.

The City of Port St. Lucie has one of the lowest municipal tax rates compared to Florida's 20 most populous cities, according to an annual Millage Rate Benchmarking Study for FY 23/24. The Millage Rate Benchmarking Study ranked Port St. Lucie as having the third lowest municipal property tax rate out of 20 cities.
