New City program helps homeowners fix failing driveway culverts

The City of Port St. Lucie is rolling out a new program to help eligible homeowners replace aging culverts under their driveways to keep stormwater flowing.
The Residential Culvert Assistance Pilot Program is designed to improve neighborhood drainage and reduce flooding risks by helping residents with active code compliance cases replace deteriorating culverts.
This initiative provides eligible residents with opportunities for financial assistance and project management, making it easier and more affordable to bring properties into compliance and improve neighborhood drainage.
There are two ways residents can seek assistance:
- Option 1: 10-year, interest-free financing. There are no income limits for eligibility. Homeowners repay the cost through a special assessment on their annual property tax bill.
- Option 2: Grant funding. Available only to low-income households that meet federal income guidelines. Funds are limited and awarded on a first-come, first-served basis. The grants are made available through federal Community Development Block Grant (CDBG) funds.
Participants in the program receive project management assistance, including:
- City-managed permits, inspections and installation.
- Replacement of the concrete portion of the driveway within the right-of-way.
- A one-year warranty on completed work.
