Applications for City of PSL’s Disaster Relief Program open Nov. 5

The City of Port St. Lucie through the State Housing Initiatives Partnership (SHIP) program will assist income-eligible homeowners to complete critical home repairs that occurred because of this week's flooding event. The funding, provided by the Florida Housing Finance Corporation, will support the City’s Disaster Relief Program.

The program provides financial assistance to low- and moderate-income homeowners who need help with emergency repairs to their primary residence in Port St. Lucie.

Eligible expenses may include:

• Tree and debris removal necessary to restore habitability

• Payment of Homeowner insurance deductibles for eligible rehabilitation work

• Temporary repairs to prevent further property damage, such as:

  • Roof repairs
  • Weatherproofing
  • Water extraction
  • Removal of water-damaged materials
  • Emergency plumbing or electrical work
  • Temporary structural stabilization
  • Other reasonable and necessary actions required to protect the home from additional damage

Eligible homeowners could receive up to $25,000 through 0% interest deferred payment loans, with no monthly payments required. Loans are forgiven over a five-year period in accordance with program guidelines. All work must be directly related to the declared disaster, deemed necessary to preserve the safety and integrity of the property and approved by the City before assistance is provided.

Funding is not available for mold or mildew inspection, testing, removal or remediation. Homeowners must complete any necessary mold remediation before approved repairs can proceed. Eligible repairs could be funded after remediation is complete. Manufactured homes, pools, hot tubs and illegal or non-permitted work are not eligible for assistance.

The City has allocated $1 million dollars and the program will run until the money is expended.  The program’s pre-application will open at 8 a.m. Thursday November 5, 2026.

To qualify, applicants must meet income guidelines, have owned and occupied their home within City limits for at least one year, have an assessed home value of $560,154 or less and be current on mortgage and property tax payments.

Beginning at 8 a.m. Nov. 5, residents may complete the pre-application online at www.cityofpsl.com/housing. Assistance also is available by contacting the City’s Neighborhood Services Department at 772-344-4084, emailing Housing@cityofpsl.com or visiting City Hall at 121 SW Port St. Lucie Blvd.

Applications will be reviewed on a first-come, first-served basis.
