PSL receives top honors for government budgeting and procurement

The Government Finance Officers Association and the Florida Association of Public Procurement Officers has recognized the City of Port St. Lucie for its dedication to financial transparency and excellence, awarding the City for its comprehensive financial reporting, responsible budgeting and adherence to rigorous procurement standards.

"These recognitions not only affirm our dedication to best practices in government but also ensure that every resident of Port St. Lucie benefits from accountable stewardship and strategic community investment."
The Government Finance Officers Association (GFOA) Distinguished Budget Award for Fiscal Year 2025-26 is the highest form of recognition in government budget. This achievement marks the 37th consecutive year the City has received this award – recognition of its commitment to meeting the highest principles of governmental budgeting. To achieve the award, a government entity must publish a budget document that meets program criteria as a policy document, as a financial plan, as an operations guide and as a communications tool for the public.
The City of Port St. Lucie first earned the GFOA Distinguished Budget Award Presentation for Fiscal Year 1990 and has upheld this standard of excellence for 37 consecutive years through Fiscal Year 2025-26.
In addition to receiving the award, the City's budget earned three additional recognitions:
- Performance Measures: Recognized for achieving "outstanding" ratings by providing objective measures of progress in accomplishing the government's mission, as well as the goals and objectives for specific departments and programs.
- Special Strategic Goals and Strategies Recognition: Awarded for receiving “outstanding.”
ratings for providing a coherent statement of organization-wide strategic goals and strategies addressing long-term concerns and issues.
- Budget Process: Recognized for achieving “outstanding” ratings by detailing the steps involved in preparing, reviewing and adopting the budget for the upcoming fiscal year, as well as outlining the procedures for amending the budget post-adoption.
The Florida Association of Public Procurement Officers (FAPPO) Award of Excellence in Procurement recognizes organizations that meet or exceed industry benchmarks and best practices. The program is designed to measure innovation, professionalism, e-procurement, productivity and leadership attributes of the procurement function. The City belongs to an exclusive group of procurement organizations; it is one of only 25 agencies to win this award. The City first earned the award in 2003 and has upheld the distinction for 24 consecutive years, demonstrating its continued dedication to professional and ethical procurement standards.
