Residents who choose to run for office or support a campaign are encouraged to learn about Florida’s election laws. Understanding these laws helps ensure that every campaign follows required rules and procedures.

The City Clerk is the qualifying officer for candidates running for Mayor or City Council. All candidate qualifying documents must be filed with the City Clerk.

Campaign Treasurer Reports are submitted electronically to the St. Lucie County Supervisor of Elections.

What are the qualifications to run for City Council?

City Code Section 33.02 requires candidates running for a district seat to have lived continuously in that district for at least one year before the qualifying deadline.

When is the qualifying deadline?

Qualifying dates will be posted once they are released by the Florida Division of Elections.

Does political party affiliation matter?

No. As stated in City Charter, Section 5.01, elections for Mayor and City Council are nonpartisan. Party affiliation does not appear on nomination forms or ballots.

What documents are required to prove residency?

Candidates must present one of the following at qualifying:

  • Utility bill
  • Lease agreement
  • Electric bill
  • Other document showing proof of residency

Additionally, candidates must also provide:

  • A valid Florida Driver’s License or State‑issued photo ID
  • A St. Lucie County Voter Registration card

Is there a qualifying fee?

Yes. Florida Statutes Section 99.093 requires an election assessment equal to 1% of the annual salary for the office sought, plus a $25 local election fee.

Is an appointment required to file qualifying paperwork?

Appointments are recommended. Candidates should contact the City Clerk’s Office to schedule a qualifying appointment so staff can review all paperwork accurately.

When can campaign funds be collected or spent?

Florida Statute 106.021 requires candidates to file Form DS‑DE 9 (Appointment of Campaign Treasurer and Designation of Campaign Depository) with the City Clerk before opening a campaign account, accepting contributions or spending money.

Only checks from the campaign account are accepted for qualifying. Personal checks, cash and cashier’s checks cannot be used.

Where can candidate paperwork be obtained?

The City Clerk’s Office provides a candidate packet containing all required forms, including City‑specific documents. Candidates should call 772‑871‑5168 to schedule an appointment to pick up the packet, review the materials with staff, and sign to acknowledge receipt.
