About Finance

The Finance Department provides timely, accurate, and accessible financial information and support to City departments, residents, vendors, and the community. Responsibilities include accounting, financial reporting, tax and payroll administration, debt and investment management, treasury operations, internal banking, grants, and coordination of external audits.

The department serves as a reliable source for transparent financial information, safeguards the City’s assets, and delivers essential data to City Council, leadership, residents, and other stakeholders to support informed decision‑making.

  • Business Tax: Assists with business inquiries and manages Business Tax Receipts for any permanent business location or branch office within city limits.
  • Lien ServicesProvides information on City liens, including pay-off amounts, appeals, and modification requests, and supplies required documentation for banks and realtors.
  • Police PensionAdministers the City of Port St. Lucie Municipal Police Officers’ Retirement Trust Fund in accordance with Chapter 185, Florida Statutes.
  • Retirement: Manages and provides support for all City employee retirement plans, including MissionSquare 457(b) and Roth IRA programs.
  • Special Assessment/Property Tax: Manages annual billing for non‑ad valorem assessments such as stormwater, streetlights, solid waste, city water, sewer, and developer assessment districts.
  • Treasury: Oversees the City’s financial affairs, including investing operating funds to maintain safety while achieving benchmark returns, and manages the City’s Debt Management Program.
