The Regulatory Division of the Public Works Department is responsible for:
- review, permitting, and inspection coordination of residential and commercial projects;
- overseeing the grant program for the identification, design, construction, and inspection of sidewalks within the city;
- assisting in supporting the Capital Improvements Division;
- Right-of-Way/Easement Permitting;
- road/lane & sidewalk closure permitting.
PSL Single Sign-On: Getting Started Guide
What is PSL Single Sign-On?
PSL Single Sign-On allows users to register an account and link existing application services provided by the City of Port St. Lucie. Users can then log in with a single set of credentials (e.g., username and password).
Residential
- Before you get started: You must visit the Contractor Licensing Office in person to sign the online agreement.
- Log in or Create a Single Sign-On account: After creating an account, contractors will need connect their Contractor ID to the account. For assistance and instructions, watch the Video Tutorial or read the User Guide(PDF, 2MB).
- Visit CobraPublicWeb.CityofPSL.com and log in with your Single Sign-On credentials.
- Click the Menu towards the top left of your screen, then click Commercial Services > Contractor > PWE Online Permits.
- At the top of the page, click Residential Permits > My Permits > New Lot.
- Fill in all the required builder and property information.
- All surveys uploaded are required to have 3rd party verification for authenticity of signature.
- Next, fill in your name to sign the agreement and then click Add To Cart.
- Enter your payment information to pay with your credit card.
Now, you're all set to apply for house and pool permits directly from your computer! The following is a list of residential permits:
- New construction
- Driveway modification, driveway addition, and culvert replacement
- Swimming pool
- Revocable encroachment
- Abandonment of easement

Right-of-Way/Easement
A right-of-way permit is needed before any work can proceed on a publicly owned right-of-way or easement. This includes, but is not limited to open areas, streets, sidewalks, or swales.

- 2. Visit CobraPublicWeb.CityofPSL.com and log in with your Single Sign-On credentials. At the top of the page, click Right Of Way Permits and then click the blue Create New Permit button to begin.
Road/Lane & Sidewalk Closures
The Public Works Department is responsible for the review, permitting and inspection of road/lane and sidewalk closures.
- Fill out the Road/Lane & Sidewalk Closure Request Form(PDF, 2MB) and submit it to rdclosure@cityofpsl.com.
