Emergency Repair & Rehabilitation Program

house repair tools

The City offers the Emergency Repair & Rehabilitation Program to support eligible homeowners who need immediate emergency repairs that are necessary to protect the health, safety or welfare of their household.

This assistance is funded through the State Housing Initiatives Partnership (SHIP) Program and is provided as a five-year, interest-free, deferred-payment forgivable loan.

The loan is secured by a lien on the property and is forgiven over the five-year term, provided the homeowner continues to meet the program requirements.

If the property is sold or transferred before the loan is fully forgiven, the prorated unforgiven loan balance must be repaid at closing.

If the property is refinanced and the homeowner receives cash proceeds, the homeowner must repay the prorated unforgiven loan balance.

What repairs qualify?

The program could assist with urgent repairs in the following categories:

  • Roof repair or replacement because of an active leak, insurance requirements or structural stabilization needs
  • Emergency plumbing work, including hot water heaters, identified as unsafe by a City inspector
  • Emergency electrical work identified as unsafe by a City inspector
  • HVAC system repair or replacement
  • Exterior structural repairs needed to address conditions that threaten health, safety or welfare
