About the division

The Commercial Development & Utility Engineering Division is honored to hold the prestigious designation as a self-regulating agency by the Florida Department of Environmental Protection.

This division delivers engineering-focused customer service to both existing and new commercial clients while supporting the utilities operation group with internal engineering services. They oversee and manage every stage of development and construction for commercial properties, multi-family residences, and new subdivisions. Their responsibilities include reviewing and approving project plans, initiating and processing commercial service agreements, inspecting construction projects, and managing the transition of newly constructed utility facilities to City ownership and operations. Additionally, they handle approvals for commercial tenant construction (such as projects in existing buildings) and the use of interceptors for grease, hair, lint, and similar materials.

Utility Engineering also plays a vital role in ensuring the safety of underground utility systems. They locate, identify, and mark drinking water, wastewater (sanitary sewer), and reclaimed water infrastructure before construction begins, as required by the Underground Facility Damage Prevention and Safety Act (Chapter 556, Florida Statutes).
